Representative Stephanie Kifowit addressed the SUAA audience on legislation the legislature may put forth in the fall 2023 session that will eliminate the potential Safe Harbor violations for SURS Tier II members that could come by 2025.

Safe Harbor: What is it and How Might it Affect SURS Tier II Members?

David Merriman, Interim Director of the Institute of Government and Public Affairs at the University of Illinois is joined by Alexander Hawley, Master of Public Policy from the University of Illinois. The two present how the Tier II pension plan will eventually violate the "Safe Harbor Provision" if there is no legislative response. Merriman and Hawley discuss the different reasons offered by Segal, an auditing and actuarial firm, that SURS may be at risk of violating the Safe Harbor minimums, as well as the recommendations offered by Segal for how SURS can maintain the Safe Harbor Provision for Tier II members going forward.

Andy Manar:

Later in the day, the SUAA audience was addressed by Andy Manar, a former state senator and current Deputy Governor for Budget and Economy. Deputy Governor Manar discusses Illinois' improving bond status, the Pritzker Administration's funding for education in Illinois, and the state's dedication to removing its backlog of bills.
